HomeMy WebLinkAbout1995-12-19 Municipal Planning Commission (Regular) MinutesCounty of Newell No. 4 ~' Minutes of Municipal Planning Commission Meeting December 19, 1995 The regular Municipal Planning Commission Meeting of the County of Newell No. 4 was held in the County Office at Brooks, Alberta on Tuesday, December 19, 1995 commencing at 10:00 a.m. Members Present Councillors Representatives D.C.O. Planner Secretary V. Fabian B. Scheuerman C. Baksa A. Zagorsky J. Doerksen K. Walde S. Welling A. Martens 1. Excused from Meeting All members were in attendance at this meeting. 2. Minutes Minutes of the November 28, 1995 meeting were presented to the Commission. Moved by Councillor Scheuerman that we adopt these minutes as amended. Carried. 3. Call for Post Agenda Items The Chairman called for post agenda items. 4. Adoation of Agenda Moved by Councillor Baksa that the agenda be adopted as amended. Carried. 5. Delegation 1. Rolland & Hazel Blom -Permit #1472 - Pt. SW 4.20.14-4 Machining & Manufacturing Business The delegation was in attendance and presented information on the above Permit. Moved by Councillor Scheuerman that, as it is felt that there is a need for a machinist, the applicant be asked to apply to Council for an amendment to the Land Use By-law which would add 'machining shop' as a discretionary use in the agricultural district; that the M.P.C. recommend to Council the approval of this Land Use By-law amendment when submitted; and that Permit #1472 be approved subject to the passing of the above Land Use By-law amendment. Carried. 6. Post Agenda Items 1. Delegation -Pam McLean, Jager DevelopmentlBDl Developments Ltd. Permit #1474 -Moved-in Dwelling -Unit 85 Block 4 Plan 9411176 The delegation was in attendance and provided pictures and information on the above Permit application. Moved by A. Zagorsky that we approve this Permit subject to the applicant providing an irrevocable letter of credit goad until December 19, 1996 in the amount of 540,000.00 to ensure that the following additional conditions are met: a) new windows are installed b) new doors are installed c) vinyl siding is installed on the walls d) new shingles are installed on the roof e) a walk-out basement is constructed f) an attached deck is constructed g) an attached garage is constructed h) a wood foundation is constructed i) electrical work is done for the basement development Carried. 7. Business from Minutes 14.1 Modular Home vs Mobile Home Discussion took place on modular homes vs mobile homes. .~ ,,.,~ ~ Lunch The Committee recessed for lunch from 12:10 - 1:30 p.m. Moved by Councillor Scheuerman that this item be referred to the January Municipal Planning Commission Meeting. Carried. 8. Permits 1. #1473 -Wally Rommens -Single Family Dwelling - NE 22-20-14-4 -Duchess Moved by J. Doerksen that we approve this Permit. Carried. 9. Home Occupation Licences There were no Home Occupation Licences. 10. Land Use Changes ~'` There were no Land Use Changes. 11. Subdivisions 1. 95 NL 71 - SE 1-20-15-4 - Stimson, George & Christine Moved by Councillor Scheuerman that we recommend to Council the approval of this subdivision subject to the applicant entering into a Water Agreement with the E.I.D., and subject to the applicant consolidating the remnant parcel with the parcel to the north. Carried. 2. 95 NL 72 - NW 30-17-13-4 - Stoye, Kendall Moved by J. Doerksen that further information be obtained justifying the size of the proposed parcel, including surveys showing elevations, and that the applicant be invited to the next meeting to discuss this application. Carried. 12. Development Resort .-,,,~ The Development Control Officer presented the report for November 28195 to December 13195. ~'-'~ Moved by Councillor Baksa that we accept this report. Carried. 13. Correspondence 1. Harold Torkelson -Permit #1406 - NW 28.19.13-4 -Extension of Time for Temporary Permit Moved by Councillor Scheuerman that atime-extension be granted for the above Permit, with the extension date being set by the Municipal Planning Commission following the January 4, 1996 Development Appeal Board Hearing. Carried. 14. Other Business There was no other business. 15. Question PeriodlNotice of Motion A question period was held. 16.
