Fabian C. Baksa E. Stobbs Representatives A. Zagorsky J. Doerksen Planner S. Welling Assist. Admin. A. Martens 1. Call to Order The Assistant Administrator called the meeting to order at 10:00 a.m. 2. Nomination & Election of Chairman '" The Assistant Administrator called for nominations for the position of Chairman. Councillor Baksa nominated Councillor Fabian. Moved by Councillor Stobbs that nominations cease. Carried. Councillor Fabian was declared Chairman and assumed the chair. 3. Nomination & Election of Vice Chairman The Chairman called .for nominations for the position of Vice Chairman. Councillor Stobbs nominated Councillor Baksa. Moved by Councillor Stobbs that nominations cease. Carried. Councillor Baksa was declared Vice Chairman. 4. Excused from Meeting ' All members were in attendance at this meeting. ,~" October 29, 1996 Page 57 5. Minutes ~~ Minutes of the September 24, 1996 meeting were presented to the Commission. Moved by `""'~ Councillor Baksa that we adopt these minutes as circulated. Carried. 6. Call for Post Agenda Items The Chairman called for post agenda items. 7. Adoption of Agenda Moved by Councillor Stobbs that the agenda be adopted as amended. Carried. 8. Delegations 1. Harold & Kim Heinrichs -Permit #1595 -Mobile Home Park - SW 9-19-14-4 The delegation was in attendance and provided information on the above-noted permit application. 1 ~ Moved by Councillor Baksa that we approve this permit and waive the minimum 12-metre width ~T/ requirement for internal streets where required and as per the applicant's drawings, subject to the applicant providing the County with a copy of a letter from the Palliser Health Authority which states that the Palliser Health Authority approves of the proposed water and septic system; and subject to the road entering the Mobile Home Park being up-graded to the standards as per the Land Use By-law. Carried. 9. Business from Minutes 14-1 Re-zoning Remainder of Lots in Plan 7410106 from CR to CR2 This item will be dealt with at the next meeting. 10. Permits 1. #1596 -Ken Hansen -Addition to House - SE 18-20-14-4 -Duchess Moved by A. Zagorsky that we approve this permit. Carried. --~. Carried. 3. #1593 -John Dykstra -Mobile Home Plan 9611766 Block 3 Lot 4 in SW 10.19-14-4 -Brooks Moved by J. Doerksen that we approve this permit. Carried. 4. #1603 -Errol & Marlene Renn -Mobile Home Plan 9611766 Block 4 Lot 9 in SW 10-19-14.4 -Brooks Moved by Councillor Stobbs that we approve this permit. Carried. 5. #1592 -Morgan Stromsmoe • Move in Dwelling - Pt. SE 36.18.16-4 - Cassils Moved by Councillor Baksa that we approve this permit subject to the applicant removing the existing mobile home by October 15, 1997; and subject to the applicant providing the County with a copy of the building permit for the moved-in dwelling. Carried. ~^ 6. #1602 -Lakeside Farm Industries Ltd. -Feed Mill - NE 13-19-15-4 -Brooks Moved by Councillor Stobbs that we approve this permit. Carried. 11. Home Occupation Licences There were no Home Occupation Licences. 12. Land Use Changes There were no Land Use Changes. October 29, 1996 ~ Page 59 13. Subdivisions 1. 96 NL 30 -Lot 3 Block 1 Plan 8911256 (NE 12-19-15-4) - Jo-Ann Trucking Ltd Further information will be obtained on this application and it will be brought back to the next meeting. 2. 96 NL 31 -Lot 1 Block 1 Plan 9311051 IPt. NE 33-18-15-4! -Albert & Patty Snyders Moved by Councillor Stobbs that we recommend to Council the approval of this subdivision subject to the applicant entering into a Development Agreement with the County of Newell for the construction of the service road, the installation of approaches from the service road to each proposed parcel, the addition of a road approach from S.H. 542 to the service road at the east ` end of the proposed subdivision; and subject to the applicant meeting all requirements of the IVI~-,; Eastern Irrigation District with respect to the conveyance of water. Carried. 14. Development Resort The Development Report for August 22, 1996 to October 23, 1996 was presented to the Commission. Moved by J. Doerksen that we approve this report. Carried. 15. Corresaondence ``~ There was no correspondence. Lunch The Commission recessed for lunch from 12:00 noon - 1:25 p.m. Delegations (Cont'd.- 2. Bernie Blieske, UMA1Louis Benci, Landowner Proposed Area Structure Plan - Pt. E'/Z 36-20.15.4 - VeenlBenci The delegation was in attendance to discuss the proposed Area Structure Plan. Moved by Councillor Baksa that we recommend to Council the approval of this Area Structure Plan. Carried. October 29, 1996 Page 60 `~ /'` 16. Other Business 1. Multi-family Residential Complexes in Rural Areas The possibility of having multi-family residential complexes in rural areas was considered by the Commission. It was the opinion of the Commission that this type of development would be acceptable and that a separate Land Use Zone would have to be established to accommodate this type of development. 17. Post Agenda Items 1. Permit #1604 -Johnson Farms Ltd. - 1977 Double Wide Mobile Home Lot 13 Block 4 Plan 9611766 • Brooks Moved by A. Zagorsky that we approve this permit. Carried. 2. Subdivision 96 NL 32 - Randy & Donna Drader - Pt. SW 26.18-14-4 Moved by J. Doerksen that we recommend to Council the approval of this subdivision subject to the applicant consolidating the Title of the remnant parcel with the balance of the quarter ~ section; and subject to the applicant meeting all requirements of the Eastern Irrigation District with respect to the conveyance of water. Carried. 3. Alberta Public Works Subdivisions The Planner presented information on the process used by Alberta Public Works when they subdivide property. Moved by Councillor Stobbs that a letter be sent to Alberta Public Works, with copies being sent to our M.L.A. and the Minister of Municipal Affairs, outlining our concerns on this process. Carried. - 4. Sale of Abandoned Railway RiQht•of-way The sale of abandoned railway right-of-way and the impacts on planning was discussed. 4. Proaosed Subdivision A proposed subdivision in SW 20-20-15-4 was discussed for information purposes. October 29, 1996 Page 61 18. Question PeriodlNotice of Motion A question period was held. 19.
