Doerksen be excused from this meeting. Carried. 2. Minutes Minutes of the December 23, 1996 meeting were presented to the Commission. Moved by Councillor Stobbs that we adopt these minutes as circulated. Carried. 3. Call for Post Agenda Items The Chairman called for post agenda items. 4. Adoption of Agenda Moved by A. Zagorsky that the agenda be adopted as amended. Carried. January 28, 1997 Page 1 5. Business from Minutes 14-2 Land Use Change -Dale Philpott - NW 9.20-14-4 AJr riculture to Country Residence This item remained tabled. 3- Permit Apalication Forms The Development Control Officer presented proposed application forms for Home Occupation Permits and for Location of a Mobile Home in a Mobile Home Park Permits. Moved by Councillor Baksa that we approve these application forms as amended. Carried. 6. Permits 1. #1621 -William Eggebrecht • Temporary Placement of Mobile Home Plan 9512595 Block 1 Lot 1 (SW 9.19-14.4) • Brooks Moved by Councillor Stobbs that we approve this permit as a temporary permit expiring July 31, 1997. Carried. 2. #1614 -Trendsetter Homes Ltd. • Mobile Home Plan 9612460 Block 2 Lot 1 (NW 3.19-14.4! -Brooks Moved by Councillor Baksa that we approve this permit subject to a joint approach being installed as per the Development Agreement for this parcel of land. Carried. 7. Home Occupation Permits There were no Home Occupation Permits. 8. Land Use Chances There were no Land Use Changes. January 28, 1997 Page 2 9. Comments received by the Planner from adjacent landowners were reviewed by the Municipal Planning Commission. Moved by Councillor Baksa that we recommend to Council the approval of this subdivision subject to the applicant meeting all requirements of the Eastern Irrigation District with respect to the conveyance of water; and subject to the applicant entering into a Development Agreement with the County of Newell for the provision of access to the proposed westerly lot. Carried. 10. Development Report The Development Report for December 19, 1996 to January 22, 1997 was presented to the Commission. Moved by A. Zagorsky that we approve this report. Carried. 11. Correspondence V 1. Town of Brooks -Fire Protection in Rural Subdivisions ~ Moved by Councillor Stobbs that we invite Divisions 5 & 10 Fire Chief, Denis Cunninghame, to the next Municipal Planning Commission meeting to obtain further information on this item. Carried. 12. Other Business There was no other business. 13. Post Agenda Items 1. Februarv M.P.C. Meeting Moved by Councillor Stobbs that the February M.P.C. Meeting be held on February 24, 1997 at 10:00 a.m. Carried. ,~' January 28, 1997 Page 3 14. Delegations 1. Clint Henrickson -Basement Suite in Hamlet Single Family District Lot 21 Block 2 Plan 1217 B.A. (Patricia) The delegation was in attendance to discuss this item and the possibility of subdividing his property. 2. Monty Mortensen & David Greer • Permit #1622 Moved-in Dwelling as a Second Dwelling - Pt. NW 9-18-14.4 -Brooks The delegation was in attendance and presented information on this application. Moved by Councillor Baksa that we approve this permit and waive the requirements of Section 31 of the Land Use By-law subject to the applicant providing the County with an irrevocable letter of credit in the amount of $10,000.00 negotiable far one year from the date of issuance of the Development Permit. This irrevocable letter of credit is to ensure that installation of new windows, siding and roofing material is completed within one year of the date of issuance of the Development Permit.
