The regular Municipal Planning Commission Meeting of the County of Newell No. 4 was held in
the County Office at Brooks, AB on Monday, February 24, 1997 commencing at 10:00 a.m.

Moved by Councillor Baksa that Councillor Stobbs be excused from this meeting. Carried.
Minutes
Minutes of the January 28, 1997 meeting were presented to the Commission. Moved by J.
Doerksen that we adopt these minutes as circulated. Carried.
3. Call for Post Agenda Items
The Chairman called for post agenda items.
4. Adoption of Agenda
Moved by Councillor Baksa that the agenda be adopted as amended. Carried.

5-3 Permit Application for Development Permit
far Mobile Homes in Mobile Home Parks
A copy of a proposed Application for Development Permit for Mobile Homes in Mobile Home
Parks was presented to the Commission. Moved by J. Doerksen that we adopt this application
form as amended. Carried

Agriculture to Country Residence
This item remained tabled.
6. Delegation
1. Denis Cunninghame - Div. 5 & 10 Fire Chief
Consideration of Fire Protection During Subdivision Approvals

The delegation was in attendance to discuss the County considering fire protection in the course
of subdivision and development approvals.

Arrived at Meeting
A. Zagorsky arrived at the meeting at 10:35 a.m.
Moved by A. Zagorsky that we recommend to Council that we circulate all approved subdivision
and development approvals in Divisions 5 & 10 to the Division 5 & 10 Fire Chief, to increase the
fire Department's awareness of possible water sources in developments. Carried.
7. Permits
There were no Permits.
8. Home Occupation Permits
There were no Home Occupation Permits.

9. Land Use Chances

1. Clint & Frances Henrickson -Lots 21-25 Block 2 Plan 1217 BA
Single Familv Residential to Hamlet Residential
Moved by Councillor Baksa that we recommend to Council the approval of this land use change.
Carried.
10. Subdivisions
1. 97 NL 02 - N'/: 21-16.16.4 - Sandau, Donald & Lorrie
Moved by J. Doerksen that we recommend to Council the approval of this subdivision subject to
the applicant meeting all requirements of the Eastern Irrigation District with respect to the
conveyance of water. Carried.
The 28-acre size of Parcel 3 is due to the location of the buildings and the corrals in proposed
Parcel 3.

~ 2. 97 NL 03 - SE 13-19-15.4 -Lakeside Farm Industries Ltd.
Moved by Councillor Baksa that we recommend to Council the approval of this subdivision and
waive the agricultural parcel size requirement for the proposed parcel subject to the applicant
meeting all requirements of the Eastern Irrigation District with respect to the conveyance of
water; and subject to the applicant entering into a Development Agreement with the County of
Newell for the provision of accesses to both the proposed and remnant parcel. Carried.
3. 97 NL 04 - NW 17-17.13-4 • Reid, Kathyrn Janet
Moved by A. Zagorsky that we recommend to Council the approval of this subdivision subject to
the applicant meeting all requirements of the Eastern Irrigation District with respect to the
conveyance ~,f water; and subject to the applicant entering into a Development Agreement with
the County of Newell for the provision of access to the remnant parcel. Carried.
The 15-acre size of the proposed parcel is due to the location of the buildings and the dugout
on the property.

4. 97 NL 05 - E'/: 31.15.13-4 -Rick Farms Ltd.
Moved by Councillor Baksa that we recommend to Council the approval of this subdivision subject
to the applicant entering into a Service Agreement with the County of Newell to extend the joint
approach south between the proposed and remnant parcels. Carried.
11. Development Resort
The Development Report for January 23, 1997 to February 19, 1997 was presented to the
Commission. Moved by Councillor Baksa that we approve this report. Carried.

2. George Perrv - 97 NL 06 - NW 7-19-14-4 -Perrv, George & Carol
The delegation was in attendance to discuss this proposed subdivision. Moved by Councillor
Baksa that we recommend to Council the approval of this subdivision for proposed Lot 4 and
proposed Lot 1 only, subject to the applicant consolidating proposed Lot 1 with Lot 8 of Plan
9111302; subject to the applicant meeting all requirements of the Eastern Irrigation District frith
respect to the conveyance of water; subject to the applicant entering into a Service Agreement
with the County of Newell for the provision of access to proposed Lot 4; subject to payment of
money in-place-of municipal reserve in the amount of 5200.00 per acre for proposed Lots 1 &
4, being 1096 of the existing market value of proposed Lots 1 & 4; and subject to the
registration of a Deferred Municipal Reserve Caveat on the remnant parcel. Carried.

13. Other Business
1. Proposed Land Use Bylaw Amendment -Distinguishing Moved-in Buildings
& Older, Non-certified Mobile Homes in the Hamlet Single Familv District
Planner, Steve Welling, presented this proposed Land Use By-law amendment to the Commission.
Moved by A. Zagorsky that we recommend to Council the approval of this proposed Bylaw
amendment. Carried.

Moved by J. Doerksen that we recommend to Council the approval of this subdivision. Carried.

Discussion was held on certain issues of the draft Municipal Development Plan.

Commission members.
