Excused from Meeting All members were in attendance at this meeting. 2. Minutes Minutes of the July 29, 1997 meeting were presented to the Commission. Moved by Councillor Stobbs that we adopt these minutes as amended. Carried. 3. Call for Post Agenda Items The Chairman called for post agenda items. 4. Adoation of Agenda Moved by Councillor Baksa that the agenda be adopted as amended. Carried. ,~^ August 26, 1997 Page 37 5. Business from Minutes 11.1 Land Use Change -Janice Algra - SW 4-21-14.4 Urban Fringe to Country Residential Moved by Councillor Baksa that we lift this item from the table. Carried. The Development Control Officer reported that this application has been withdrawn as the property has been sold. 6. Permits 1. #1712 • Arts Pipeline Contracting Inc. Home Occupation Permits There were no Home Occupation Permits. 8. Land Use Changes There were no Land Use Changes. 9. Subdivisions 1. 97 NL 31 - Pt. NE 23.18-14-4 - Faminow, William & Madeline Moved by Councillor Baksa that we recommend to Council the approval of this subdivision subject to the applicant entering into a Development Agreement with the County of Newell to ensure access to the proposed and remnant parcels, subject to the applicant meeting all requirements of the Eastern Irrigation District with respect to the conveyance of water; and that the maximum parcel size for a Country Residence be waived to 14.73 acres. Carried. As there is an E.I.D. pipeline right-of-way along this proposed subdivision, dedication of land for future road widening was not required. August 26, 1997 Page 38 ~ 10. Development Report The Development Report for July 23, 1997 to August 19, 1997 was presented to the Commission. Moved by A. Zagorsky that we approve this report. Carried. 11. Correspondence There was no correspondence. 12. Other Business i ~ There was no other business. 13. Post Agenda Items 1. 97 NL 32 -Block 1 Plan 9310488 (SE 11 & NE 2-21-14-41 -Mauch, Myrl & Peggie Moved by J. Doerksen that we recommend to Council the approval of this subdivision subject to the applicant entering into a Development Agreement with the County of Newell to ensure access ~. to the proposed and remnant parcels; subject to any comments or concerns of the Planner, P.W. Supervisor and Development Control Officer after their viewing of this proposed subdivision; subject to the applicant meeting all requirements of the Eastern Irrigation District with respect to the conveyance of water; and that the maximum parcel size for a Country Residence be waived to 21.4 acres. Carried. As the road extends only 1'/2 miles north and 1'/: miles south of this proposed subdivision, dedication of land for future road widening was not required. 14. Delegations 1. Terri Simpson -Home Occupation Permit #74 -T.L.C. Dance Academy Lot 1 Block 1 Plan 8910771 INE 33-19-14-4) -Brooks The delegation was in attendance and presented information on the above Permit application. The delegation also presented a letter from the adjacent property owners stating that they have no objections to this proposed home occupation. Lakeside Feeders -Manure Management Proctram A copy of Lakeside Feeders' Manure Management Program, pursuant to a condition of approved Development Permit #1672, was presented to the Corrunission. Moved by J. Doerksen that a copy of the Manure Management Program be sent to the attention of Orin Kenzie, at Alberta Agriculture, for his review and comments. Carried. 3. 97 NL 33 - S'Iz 6-14-13.4 & N'h 31-13.13-4 - Gutfriend, Brent & Susan Moved by Councillor Stobbs that this item be tabled for further information. Carried. Delectations (Cont'd.) 2. Eric Nielsen -Permit #1713 -Conversion of Commercial Building to Residence • Lot 1 Block 17 Plan 8211670 - Rollinct Hills The delegation was in attendance and presented information on this Permit application. Moved by Councillor Baksa that we approve this Permit. Carried. Lunch The Commission recessed for lunch from 11:40 a.m. - 1:00 p.m. Delectations (Cont'd.) 3. Rex Tryhorn -Home Occupation Permit #75 Greenhouse - NW 13-20-13-4 • Patricia The delegation was in attendance and presented information on his Permit application. Moved by Councillor Stobbs that this application be changed to an application for Development Permit and that the corresponding Development Permit be approved. Carried. August 26, 1997 Page 40 15.
