Zagorsky be excused from this meeting. Carried. 2. Minutes Minutes of the August 26, 1997 meeting were presented to the Commission. Moved by Councillor Baksa that we adopt these minutes as circulated. Carried. 3. Call for Post Agenda Items The Chairman called for post agenda items. 4. Adoption of Agenda Moved by Councillor Stobbs that the agenda be adopted as amended. Carried. /" September 30, 1997 Page 42 5. Business from Minutes 13-3 97 NL 33 - Pt. 6-14-13.4 & N'/~ 31-13-13-4 - Gutfriend, Brent & Susan Moved by J. Doerksen that we lift this item from the table. Carried. Moved by Councillor Stobbs that we recommend to Council the approval of this subdivision subject to the applicant entering into a Development Agreement with the County of Newell to ensure access to the proposed and remnant parcels; subject to the applicant dedicating equal amounts of land on each side of S.H. 875 on that portion of the highway through the W'h of 6.14-13-4, such that the width of S.H. 875 right-of-way will be 40 metres; and subject to Parcels B & C being registered in two parts to ensure that they are consolidated. Moved by Councillor Baksa that we recommend to Council the approval of this land use change. Carried. 2. Gideon & Joyce Corriere -Permit #1724 -Second Dwelling Block 2 Plan 7410106 (SE 3-19-14-4) • Brooks The delegation was in attendance and presented information on the above permit application. Moved by Councillor Stobbs that we approve this application subject to the applicant having the property subdivided or, if not subdivided, subject to the applicant removing the existing dwelling within 6 months of completion of the new dwelling. Carried. 7. Permits 1. #1736 -Douglas A. Soles -Excavation of Ammonite Site Sections 15 16, 21 & 22-20.16.4 - Rosemary Moved by J. Doerksen that this item be tabled. Carried. Home Occupation Permits 1. #76 -Ron Eveson -Auto Parks Recvcler • SW 6.21-17-4 -Bassano As a Development Permit is more applicable for this application, Home Occupation #76 has been withdrawn. #1740 • Ron Eveson -Auto Parks Recvcler - SW 6.21.17-4 -Bassano Moved by Councillor Stobbs that we deny this permit as it does not conform to our Land Use Bylaw. Carried. 9. Land Use Changes There were no Land Use Changes. 10. Subdivisions 1. 97 NL 34 - SW 16-20.15-4 -Eastern Irrigation District Moved by Councillor Baksa that we recommend to Council the approval of this subdivision subject to the applicant entering into a Development Agreement with the County of Newell to ensure access to the proposed and remnant parcels; and subject to the applicant meeting all requirements of the Eastern Irrigation District with respect to the conveyance of water. Carried. 11. Development Report The Development Report for August 20, 1997 to September 23, 1997 was presented to the Commission. Moved by Councillor Stobbs that we approve this report. Carried. 12. Post Agenda Items 1. 97 NL 35 - NE 6-16-13.4 -Stock, Donald & Sandra Moved by J. Doerksen that we recommend to Council the approval of this subdivision subject to the applicant entering into a Development Agreement with the County of Newell to ensure access to the proposed and remnant parcels; subject to the applicant dedicating a 5-metre road right-of- way parallelling the east side of the proposed parcel; subject to registration of a Caveat for the dedication of 5 metres along the east side of the remnant parcel for future road widening to be purchased at a rate that is consistent with County policy at that time; subject to the applicant meeting all requirements of the Eastern Irrigation District with respect to the conveyance of water; and subject to the size of the proposed parcel being reduced to the existing farmstead site or a maximum of 10 acres, whichever is less. Carried. 2. 97 NL 36 -Lots 1 & 2 Block 1 Plan 9211605 (NW 8-19-13-41 Juss, Grant & Musgrove Enterprises Ltd. Moved by Councillor Baksa that we recommend to Council the approval of this subdivision. Carried. 3. Alberta Agriculture, Food & Rural Development -Lakeside Feeders' Manure Management A letter from Alberta Agriculture, Food & Rural Development providing their comments on Lakeside Feeders' Manure Management Program was presented to the Commission. Moved by J. Doerksen that a copy of this letter be forwarded to Lakeside Feeders requesting that they make any necessary amendments to their Manure Management Program as outlined in the letter, and that signed copies of the letters from landowners acknowledging manure handling procedures according to the Code of Practice be sent to the County.
