Minutes of Municipal Planning Commission Meeting
January 21, 1998
The regular Municipal Planning Commission Meeting of the County of Newell No. 4 was held in the
County Office at Brooks, AB on Wednesday, January 21,1998 commencing at 10:00 a.m.

1. Excused from Meeting
No members asked to be excused from this meeting.
2. Minutes
Minutes of the December 30,1997 meeting were presented to the Commission. Moved by Councillor
Baksa that we adopt these minutes as presented. Carried.
3. Call for Post Agenda Items
The Chairman called for post agenda items.
4. Adoption of Agenda
Moved by Councillor Baksa that the agenda be adopted as amended. Carried.

5. Business from Minutes

14-2 Land Use Bylaw - Permitted I Discretionary Uses
Hiohwa~Commercial Industrial & Light Industrial
Development Control Officer, G. Shaw presented a proposal for Permitted and Discretionary uses for
the Highway Commercial, Industrial and Light Industrial districts along with the corresponding
amendments to the Land Use Bylaw that would be required. Moved by Councillor Scheuerman that
a definition for Light Manufacturing and Assembly be added to the proposal. Carried. Moved by
Councillor Baksa that we recommend to Council an amendment to Land Use Bylaw #1004-90 to
incorporate this proposal as amended. Carried.
General Commercial District
Development Control Officer, G. Shaw, presented a proposal for a General Commercial District. This
proposal was referred to the next meeting.
6. Permits
There were no permits.
7. Home Occupation Permits
1. Permit #77 - Chad I Paula Galbraith -Boot & Tack Repairs
Block 1 Plan 92114481SW 3.21-14-W41 • Duchess
Moved by Councillor Scheuerman that we approve this permit subject to conformity with the
regulations for Home Occupations, as outlined in Schedule 6 of the County of Newell Land Use By-
law: Carried.
8. Land Use Chances
There were no Land Use Changes.

1. 97 NL 51 - Ptn. NW 25 & NE 26-23.16.4 -Christianson Agro Ltd
Moved by Councillor Baksa that we recommend to Council the approval of this subdivision subject to
the applicant meeting all requirements of the Eastern Irrigation District with respect to the conveyance
of water; subject to the consolidations by descriptive plan of the new parcel in the NE 26 -23.16-W4
being consolidated with the SE 35.23-16-W4 and the new parcel in the NW 25.23-16-W4 with the
SW 36-23-16-W4; and subject to registration of the existing gas well lease in the NE 26-23-16-W4
on the title of the new consolidated parcel. Carried.
2. 97 NL O1 - NW 9-19-14-W4 • D C Hargrave
Moved by A. Zagorsky that we recommend to Council the approval of this subdivision subject to the
applicant meeting alt requirements of the fastern Irrigation District with respect to the conveyance
of water; subject to the applicant entering into an agreement with the County of Newell for the
installation of any required accesses for the proposed and remnant parcels with no access being from
S.H. 873; and subject to the registration of a deferred reserve caveat being placed upon the property.
Carried.
10. Development Report
The Development Report for December 24, 1997 to January 14, 1998 was presented to the
Commission. Moved by Councillor Baksa that we approve this report. Carried.
11. Correspondence
There were no correspondence items.
12. Other Business
1. Report on Council Decision of M P C Recommendations

The request for the removal of the approach from the northlsouth road instead of the eastlwest road
for subdivision 97NL50 is to be presented to Council for information.

Meeting Date Changed
Moved by Councillor Baksa that the March M.P.C. Meeting be changed to March 24, 1998. Carried.
Environmental Concepts -Right to Farm Ordinance
This item was presented and will be referred to Council for their comments.

Moved by A. Zagorsky that the meeting adjourn at 11:30 a.m. Carried.
