The regular Municipal Planning Commission Meeting of the County of Newell No.4
was held in the County Office at Brooks, AB on Tuesday, December 29, 1998
commencing at 10:00 a.m.

Moved by Councillor Loewen that Councillor Stobbs be excused from this meeting.
Carried.
2. Minutes
Minutes of the November 24, 1998 meeting were presented to the Commission.
Moved by Councillor Loewen that we adopt these minutes as circulated. Carried.
3. Call for Post Agenda Items
The Chairman called for post agenda items.
4. Adoption of A enda
Moved by .l. Doerksen that the agenda be adopted as amended. Carried.

The Development Report for November 19"', 1998 to December 17'", 1998 was
presented to the Commission. Moved by Councillor Loewen that we approve this
report. Carried.

1. PlanWell Consulting Ltd. -Village of Duchess
Subdivision Application 98 DU 14
A letter from PlanWell Consulting Ltd. with regard to Subdivision Application 98 DU
14 in the Village of Duchess was presented to the Commission. Direction was given
to the Planner to send a letter to PlanWell Consulting Ltd. informing them that the
County of Newell has no objections to Subdivision Application 98 DU 14 and to
remind them that there would be no direct access to S.H. 873.
2. PlanWell Consulting Ltd. -Village of Rosemary
Subdivision Application 98 RO 15
A letter from PlanWell Consulting Ltd. with regard to Subdivision Application 98 RO
15 in the Village of Rosemary was presented to the Commission. Direction was given
to the Planner to send a letter to PlanWell Consulting Ltd. informing them that the
County of Newell has no objections to Subdivision Application 98 RO 15.
3. Town of Brooks -Subdivision Application 98 SUB 09
A letter from the Town of Brooks with regard to Subdivision Application 98 SUB 09
was presented to the Commission. Direction was given to the Planner to send a letter
to the Town of Brooks informing them that we have no objection to Subdivision
Application 98 SUB 09 but would like to see as many trees as possible saved.

The Planner presented to the Commission as information, a graph showing home
occupations, developments & subdivisions from 1993 to 1998.

1. Prairie Sage Golf Course & Residential Development `-``
Section 12-18-15-W4 -Area Structure Plan -Division 5
Ed Sweep and Dean Martin were in attendance to present an area structure plan for
Prairie Sage Golf Course and Residential Development to the Commission. Moved by
Councillor Loewen that we recommend to Council that they consider first reading of
a bylaw to adopt this area structure plan. Carried.

2. Inquiry on Truck Washes -Agricultural District
Pt. NW 17-19-15-W4 -Anderson
Pt. SE 16-19-14-W4 -Johnson
The Planner presented requests from two individuals each wanting to establish a truck ,_.,~
wash on their above-noted properties that are zoned agricultural district. Moved by J.
Doerksen that the Planner prepare a proposal with regard to possible options for adding
a truck wash to the agricultural district discretionary uses. Carried.
3. CPAA / AACIP Conference -April 15-17 1999 -Red Deer
'T'his item will be brought to the next meeting.
4. January 26 1999 Meeting Date
Moved by B. Bergen that the January 26, 1998 meeting be changed to January 14,
1999. Carried.
5. Plannin€~ & Development Fees
A proposal for Planning and Development Fees will be brought to the next meeting.

A letter from the "Town of Brooks with regard to Subdivision Application 98 SUB 10
was presented to the Commission. Direction was given to the Planner to send a letter
to the Town of Brooks informing them that the County of Newell has no objection to
the above-noted subdivision application.
