No members asked to be excused from this meeting. 2. Minutes Minutes of the December 29, 1998 meeting were presented to the Commission. Moved by Councillor Loewen that we adopt these minutes as circulated. Carried. 3. Call for Post Agenda Items The Chairman called for post agenda items. 4. Adoption of Agenda Moved by Councillor Stobbs that the agenda be adopted as amended. Carried. ,~. January 14, 1999 Page 5. Business from Minutes 12-1 Street Signs for Subdivisions This item was not lifted from the table. 13-1 Lake Newell Estate Peninsula Development This item will be discussed during an MPC Planning Day. 14 Land Use Bylaw Enforcement The Planner presented a report on the Enforcement of the Land Use Bylaw to the Commission. Moved by Councillor Loewen that the Land Use Bylaw be enforced with regard to an unauthorized development in the SE of 30-18-14-W4 and that the owner be directed to remove the commercial component of the building so that the use supports the agricultural use of the property. Carried. The Planner sent a letter to the owner of property located in the SE oft-19-14-W4 and will report back to the Commission when he has received a response. Moved by B. Bergen that the owner of Block 2, Plan 9610862 (NW 26-18-14-W4) be directed to apply for a development permit for the mobile home on the above-noted property and that he apply to amend the zoning of this property to accommodate the current use. Carried. The Planner was directed to talk to the owner of the property located at Lot 1, Block 1, Plan 8210607 (NE 24-17-14-W4) to determine the owner's plans for this property. 11-2 Truck & Trailer Wash Facilities The Planner presented options that would allow for Truck & Trailer Wash Facilities in the Agricultural District to the Commission. Moved by Councillor Loewen that the Planner further develop the creation of an Agricultural Industrial District. Carried. January 14, 1999 Page 2 C~ 11-3 CPAA/AACIP Conference -April 15-17, 1999 Red Deer -- Councillors Baksa, Loewen and Stobbs, as well as the Planner, G. Shaw will be attending the CPAA/AACIP Conference in Red Deer, April 15 - 17, 1999. I 1-5 Planning & Development Fees The Planner presented a review of Planning and Development Fees to the Commission. Member B. Bergen excused himself from the meeting at 11:56 a.m. Moved by Councillor Stobbs that we recommend to Council approval of the proposed planning and development fees as presented. Carried. Member B. Bergen returned to the meeting at 11:58 a.m. r- 6. Development Permits There were no Development Permit Applications. 7, Home Occupation Permits 1. Permit #91 -Plan 9010982, Block 1, Lot 7 (SW 9-19-1.4-W4) Beth Toly -Book-keeping Service -Division 10 Moved by B. Bergen that we approve Home Occupation Permit #91 fora Book- keeping Service to be located at Plan 9010982, Block 1, Lot 7 with the following conditions: 1. That this use is classified as a home occupation being a discretionary use within the CR -Country Residential District. 2. That this use shall comply with all Federal, Provincial and Municipal statutes, regulations, codes and standards. i"` January 14, 1999 Page 3 ~~ 3. That this use shall not affect the residential use of the ro ert or ad'a p p y ~ cent properties and area. 4. That the total number of off-site employees, not including the occupants of the residence, involved with the said occupation shall not exceed two. 5. That there shall be no outside storage of goods or materials, except as noted in these conditions. 6. .That there shall be no noise, vibration, smoke, dust or odours created from this home occupation which may affect adjacent land owners or development. 7. That this home occupation permit shall be valid for a time period until January 14, 2001. Renewal of this permit shall be subject to the applicant's performance during that time period. The applicant shall be responsible for re-applying one month before the expiry period. 8. That this home occupation is granted for anoffice/telephone service fora book- keeping service to be operated by the applicant at Plan 9010982, Block 1, Lot 7. Any other type of home occupation shall require a separate application and approval. Carried. Lunch The Commission recessed for lunch from 12:00 noon to 1:30 p.m. Business from Minutes (cont'd) 6-2 Cash-in-Lieu of Municipal Reserve The Assistant Administrator presented information on Cash-in-Lieu of Municipal Reserve to the Commission. January 14, 1999 Page 4 „~,:' C~ 8. Subdivisions 1. 99 NL O1 -County of Newell -Consolidation of Titles C.P.R. Right-of--Way -Rosemary -Gem Spur Moved by Councillor Loewen that we recommend to Council approval of this subdivision subject to the subject properties being consolidated with adjacent parcels, excepting the lands the County is retaining; subject to the Cash-in-Lieu of Municipal Reserve being waived in those quarter sections where previous subdivisions have occurred; and subject to the applicant meeting all requirements of the Eastern Irrigation District with respect to the conveyance of water as well as easements. Carried. 9. Development Report The Development Report for December 18`h, 1998 to January 5"', 1999 was presented to the Commission. Moved by B. Bergen that we approve this report. Carried. 10. Correspondence r-~- 1. Response to Town of Brooks RE: Subdivision Applications 98 SUB 09 & l0 The Planner's response to the Town of Brooks Subdivision Applications 98 SUB 09 & 10 was presented to the Commission as information. 11. Other Business There were no items of Other Business. 12. Post Agenda Items 1. 99 NL 02 - NE 22-21-18-W4 -Division 6 Godwin. Brian - A~?ricultural Subdivision Moved by Councillor Stobbs that we recommend to Council approval of this subdivision subject to the applicant entering into an agreement with the County of Newell for the installation of any required accesses for the proposed and remnant parcels and subject to the applicant meeting all requirements of the Eastern Irrigation District with respect to the conveyance of water as well as easements. Land Use Pre-Plannine A Municipal Planning Commission Planning Day was scheduled for February 18, 1999 commencing at 10:00 a.m. 13. Question Period/Notice of Motion A question period was held. 14.
