MUNICIPAL PLANNING COMMISSION MEETING
May 6, 2010
The regular Municipal Planning Commission Meeting of the County of Newell No. 4 was
held in the County Office at Brooks, AB on Thursday, May 6, 2010 commencing at
10:01 a.m.

1. CALL TO ORDER
The Chairman called the meeting to order at 10:01 a.m.
2. EXCUSED FROM MEETING
It was noted that Councillor Harbinson was not in attendance but had not
provided notice that he would be absent.

P -58/10 MOVED BY COUNCILLOR M. DOUGLASS that the minutes of the April 22,
2010 Municipal Planning Commission meeting be adopted as presented.

The Chairman called for post agenda items.

P -59/10 MOVED BY COUNCILLOR B. DEJONG that the agenda be adopted as
presented.

7. DEVELOPMENT REPORT — APRIL 2 — APRIL 30, 2010
The Development Control Officer provided background on the Development
Report. Council questioned DP 3379 regarding the installation of a 40 year
old mobile home in Division 4. It was asked if this was considered
compatible, or setting a new standard. The Development Control Officer
replied that according to the bylaw, the County is only required to have a
certificate of structural integrity and that was a condition of the permit. We
wanted to give flexibility because of its location, it is not in a Hamlet or
populated area. It was noted that the concern of Council was to know the
home was safe.

accepted.

8. DEVELOPMENT PERMITS
a) Permit #3378 SE 6- 15- 13 -W4M, Plan 2123FB, Block X, Rolling Hills
Rolling Hills Town Advisory Board (Applicant) /
County of Newell No. 4 ( Owner)
Construction of a new bathroom with showers at the Rolling Hills RV
park.
The Development Control Officer provided background information on
the proposed development permit. The new bathroom will be
connected to the Hamlet water and sewer. The Development Officer
read a letter from the applicant requesting a refund of $250 for the
cost of permit application.
P -61/10 MOVED BY COUNCILLOR W. DANIELS that the Municipal Planning
Commission APPROVE Development Permit #3378 and grant approval

for construction of a new bathroom with showers at the Rolling Hills RV
park subject to the following conditions:
This permit is being granted only for the construction of a new bathroom
and shower facility, on lands legally described as Block X, Plan 2123FB,
SE 6 -15 -13 W4. Any additional development shall require prior approval
of a separate permit application
The proposed development complying with:
a) The provisions pertaining to the Public Service District and all
relevant schedules, as outlined in the County of Newell Land Use Bylaw
#1626-07.
b) All Federal, Provincial and Municipal statutes, regulations, codes and
standards.
c) All Alberta Building Codes, where applicable. If the developer is
required to obtain a building permit, it is his / her responsibility to do so,
and furthermore, this permit must be obtained from an accredited
inspection agency.
d) All Alberta Safety Codes, where applicable. If the developer is
installing a new sewage disposal system, he /she is required obtain a
Private Sewage Disposal System Permit, issued by a licensed, accredited
inspection agency.
e) Any other required permits, including electrical, heating &
ventilation, gas and /or plumbing. All permits must be issued by a
licensed agency.
And subject to
f) That this development is located as shown on the site plan approved
in this application and submitted April 12, 2009. Any changes to that
plan shall require the written approval of the Development Officer.
g) Development Notification: the developer shall notify the
Development Officer:
i. prior to the commencement of actual development
thereon, and
ii) upon completion of the development
h) That there is a 2 m (6.6 ft.) separation distance between the new
building and any other buildings on the site.
i) That the property is not used for conducting a business or
commercial operation without first obtaining the required permits.

P -62/10 MOVED BY COUNCILLOR W. DANIELS that the application fee for
Permit 3378 be refunded to the Rolling Hills Hamlet Advisory Board.
