CALL TO ORDER The Chairman called the meeting to order at 10:04 a.m. 2. EXCUSED FROM MEETING P-66/12 MOVED BY COUNCILLOR C. AMULUNG that Councillors M. Nesbitt, I. Schroeder, L. Juss and R. Andrews be excused from the meeting. MOTION CARRIED 3. MINUTES a) July 19, 2012 P-67/12 MOVED BY COUNCILLOR B. DE JONG that the minutes of the July 19, 2012 Municipal Planning Commission meeting be adopted as presented. MOTION CARRIED 4. CALL FOR POST AGENDA ITEMS The Chairman called for post agenda items. 5. ADOPTION OF AGENDA P-68/12 MOVED BY COUNCILLOR A. EASTMAN that the agenda be adopted as presented. MOTION CARRIED 6. DEVELOPMENT REPORTS ® The Manager of Planning and Development provided information on the Development permit. P-69/12 MOVED BY COUNCILLOR M. DOUGLASS that the Development Report be adopted as presented. MOTION CARRIED 7. CONSTRUCTION REPORTS The Manager of Planning and Development provided information on construction permits that have been issued by the County between January and July 2012. 8. AGRICULTURAL SUPPORT SERVICE & HOME OCCUPATION PERMITS a) HO 295 - - SE 29-21-14, Plan 021 1711, Block 1, Lot 1, Division 8 Hilda Bunney (Owner) / Patrice Beasley (Applicant) Bed and Breakfast Business The Manager of Planning and Development provided background information on the proposed Home Occupation permit. A member of MPC asked about designated parking for the business. The Manager of Planning and Development indicated that there is ample space for parking, but a condition could be added if required by MPC. An MPC member asked if washroom facilities were provided in the August 9,2012 Municipal Planning Commission Page 2 bunkhouse or only in the main house. A. Beasley stated that washrooms are provided in bunkhouse. P-70/12 MOVED BY COUNCILLOR M. DOUGLASS that the Municipal Planning Commission APPROVE Home Occupation Permit #295 for Bed and Breakfast business, subject to the following conditions: That the Municipal Planning Commission APPROVE the Home Occupation 265 as a permanent permit for a bed and breakfast business, subject to the following conditions: This permanent permit is being granted only for the bed and breakfast business, located on lands legally described as Lot 1, Block 1, Plan 021 1711, SE 29-21-14 W4M. Any additional development shall require prior approval of a separate permit application. The proposed development complying with: a) The provisions pertaining to the Agricultural District and all relevant schedules, as outlined in the County of Newell Land Use Bylaw#1626-07. b) All Federal, Provincial and Municipal statutes, regulations, codes and standards. c) All Alberta Building Codes and Safety Codes, where applicable. d) It is responsibility of the developer to obtain all permits from an accredited inspection agency. 9. DEVELOPMENT PERMITS a) Permit #3633 - SE 29-21-14, Plan 021 1711, Block 1, Lot 1, Division 8 Hilda Bunney (Owner) / Patrice Beasley (Applicant) Compliance for bunkhouse as 2nd dwelling; addition to bunkhouse The Manager of Planning and Development provided background information on the proposed development permit. Please refer to notes for HO 295 Permit. P-71/12 MOVED BY COUNCILLOR B DE .TONG that the Municipal Planning Commission APPROVE Development Permit #3633 for compliance for bunkhouse as 2nd dwelling; addition to bunkhouse, subject to the following conditions: This permit is being granted only to provide compliance for an existing 432 ft2(240 m2) bunkhouse as a 2nd dwelling on the parcel and approval for a 270 ft2(25 m ) addition to the bunkhouse, on lands legally described as Lot 1, Block 1, Plan 021 1711, SE 29-21-14 W4M. Any additional development shall require prior approval of a separate permit application. The proposed development complying with: e) The provisions pertaining to the Agricultural District and all relevant schedules, as outlined in the County of Newell Land Use Bylaw#1626-07. INFORMATION ITEMS a) Subdivision Referral — Town Of Bassano - 2012-0-143 The County Planner provided background information on the proposed Subdivision referral from the Town of Bassano. The County Planner provided background information on an update to an Area Structure Plan for the Hamlet of Cheadle that was received from Wheatland County. The County Planner indicated that the Municipal Government Act requires that adjacent municipalities are notified of bylaw changes or updates. She requested confirmation from MPC as to whether they wished to review these types of notifications or if they preferred the Planning and Development Department to determine whether it was necessary for MPC to review them. The MPC Chairperson indicated that the committee would leave it to discretion of the Planning & Development Department. P-72/12 MOVED BY COUNCILLOR C. AMULUNG that the Subdivision Referral be adopted as presented. MOTION CARRIED 12. IN CAMERA ITEMS There were no in camera items. 12. QUESTION PERIOD None 13.
