MUNICIPAL PLANNING COMMISSION MEETING
December 20, 2012
The regular Municipal Planning Commission Meeting of the County of Newell was held
in the County Office at Brooks, AB on Thursday, December 20, 2012 commencing at
10:00 a.m.

The Chairman called the meeting to order at 10:03 a.m.

excused from the meeting.

3. MINUTES
a) December 6, 2012
P-111/12 MOVED BY COUNCILLOR B. DE TONG that the minutes of the December
6, 2012 Municipal Planning Commission meeting be adopted as presented.

4. CALL FOR POST AGENDA ITEMS
The Chairman called for post agenda items.
The Manager of Planning and Development indicated she had an information
item.
5. ADOPTION OF AGENDA
P-112/12 MOVED BY COUNCILLOR A. EASTMAN that the agenda be adopted as
presented.

6. SUBDIVISIONS
a) #2012-0-216 - NW 32-16-13-W4M, Division 2
Alex, Ellen, Scott, Robert & Douglas Zagorsky (Owner) / Robert
Zagorsky (Applicant)
To create a 14.86 acres (6.01) ha) parcel from a title of 151.4 acres
(*61.29 ha).
The County Planner provided background information on the proposed
subdivision.
The MPC Chair requested the applicant's letter to be read aloud.
Through subsequent discussion, MPC determined that more information
was required in order to make a decision about the proposed
subdivision. They requested that the applicant be contacted and asked
to attend the next meeting to answer questions.
P-113/12 MOVED BY COUNCILLOR M. NESBITT that the Municipal Planning
Commission TABLE subdivision #2012-0-216, until further information is
available.

7. DEVELOPMENT PERMITS

The Manager of Planning and Development provided background
information on the proposed development permit.
B. De Jong asked about the distance between the proposed
development and the residential subdivision, and the availability of
land that was zoned for and more suitable to this type of storage. The
Manager of Planning and Development responded that the residential
subdivision was less than a mile east of the proposed development, on
the east side of Highway 873. She informed MPC of several other
parcels that would be suitable for this type of use within the Brooks
Fringe area. There was further discussion regarding the suitability of
this type of use on an Agricultural parcel.
P-114/12 MOVED BY COUNCILLOR B. DE JONG that the Municipal Planning Commission
REFUSE Development Permit #3666 for outdoor storage for the following
reasons:
Reasons for Refusal
a) The proposed development is better suited on other lands in the general
area already zoned for this use.
b) The use is incompatible with the acreage residential subdivision to the
east.
MOTION CARRIED
8. POST AGENDA
The Manager of Planning and Development informed MPC that the applicants
for DP 3664 have decided to appeal the MPC decision and that the SDAB
hearing will be held in January 2013.
