MUNICIPAL PLANNING COMMISSION MEETING
February 6, 2014
The regular Municipal Planning Commission Meeting of the County of Newell was held
in the County Office at Brooks, AB on Thursday, February 6, 2014 commencing at
10:00 a.m.

1. CALL TO ORDER
The Chairman called the meeting to order at 10:00 a.m.

3. MINUTES
a) January 23, 2014

P-9/14 MOVED BY COUNCILLOR B. DE JONG that the minutes of the January
23, 2014 Municipal Planning Commission meeting be adopted as presented.

4. CALL FOR POST AGENDA ITEMS
The Chairman called for post agenda items.
5. ADOPTION OF AGENDA
P-10/14 MOVED BY COUNCILLOR K. CHRISTMAN that the agenda be adopted as
presented.
MOTION CARRIED
6. S.D.A.B. REPORT
The County Planner provided background and updated information on
the S.D.A.B. report.
Councillor C. Amulung asked how other Municipalities were regulating
private driveways in a County Right-of-Way (ROW). The County Planner
responded that it was up to the Municipality to inform the applicant of
what was expected and allowed when a driveway was built in a County
ROW, and to have a policy in p/ace prior to an applicant app lying for a
r Development Permit.
7. DEVELOPMENT REPORT
a) Permitted Use Report
The Development Clerk provided background information on the
Permitted Use report.
There were no questions from MPC.
P-11/14 MOVED BY COUNCILLOR M. DOUGLASS that the Development Report be
adopted as presented.

8. OTHER BUSINESS
a) New Home Buyer Protection Act (NHBPA)
The Development Clerk provided background information on the
proposed recommendation.
Councillor C. Amulung asked what an "Owner/Builder"was. The
Development Clerk indicated that she would look into it and get back to
him. Councillor de Jong wondered when the Warranty for the new

dwelling started: when the Development permit was applied for or when
construction was started. The Development Clerk replied that she would
check into it. Councillor C. Amulung inquired whether an owner/builder
was required to get a warranty. The Development Clerk responded that,
like other builders, an owner/builder is required to get a warranty.

a) NRCB Application No LA 14005 by Hutterian Brethren of Bow City
b) NRCB Application No LA 13014 by Fairville Farming Co. Ltd.
These items were for information.
