CALL TO ORDER The Chairman called the meeting to order at 10:00 a.m. 2. EXCUSED FROM MEETING All members were in attendance at this meeting. 3. MINUTES 3.1 April 10, 2014 MPC minutes P 35/14 MOVED BY KELLY CHRISTMAN that the April 10, 2014 MPC Meeting minutes be adopted as presented. MOTION CARRIED 4. CALL FOR POST AGENDA ITEMS The Chairman called for post agenda items. Municipal Planning Commission April 24,2014 5. ADOPTION OF AGENDA • P36/14 MOVED BY LIONEL JUSS that the agenda be adopted as presented. MOTION CARRIED LEFT THE MEETING Councillor K. Christman declared a pecuniary interest as she is the owner and applicant for DP 3814 and excused herself at 10:01 a.m. 6. DEVELOPMENT PERMITS 6.1 DP 3814 - NW 22-21-18-W4M, Installation of a 2nd Dwelling The Manager of Planning& Development provided background information on the proposed development permit. Council was given the opportunity to ask questions. P 37/14 MOVED BY CLARENCE AMULUNG that the Municipal Planning Commission APPROVE DP #3814, for the installation of a new 1672 ft2 (155 m2) 2014 manufactured dwelling with attached 120 ft2 (11 m2) deck, to be used as a second dwelling on the farm site, subject to the following conditions: This permit is being granted only for the installation of a new 1672 ft2 (155 m2) 2014 manufactured dwelling with attached 120 ft2 (11 m2) deck, to be used as a second • dwelling on the farm site, on lands legally described as NW 22-21-18-W4M. Any additional development shall require prior approval of a separate permit application The proposed development complying with: 1. The provisions pertaining to the Fringe District and all relevant schedules, as outlined in the County of Newell Land Use Bylaw#1755-12. 2. All Federal, Provincial and Municipal statutes, regulations, codes and standards. 3. All Alberta Building Codes, and Safety Codes, where applicable. Reasons for Approval The Municipal Planning Commission has approved DP #3814 for the following reasons: 1. The proposed development complies with the Municipal Development Plan. 2. The Development Authority is satisfied that the proposed development is suitable for the purpose for which it is intended the Fringe District (Schedule 2) and use Specific Standards of Development (Schedule 4) as specified in the County of Newell Land Use Bylaw#1755-12. 3. No objections have been received from adjacent landowners or referral agencies with respect to the proposed development. Any changes to that plan shall require the written approval of the Development Officer. 1. That the property is not used for conducting a business or commercial operation without first obtaining the required permits 2. That the existing manufactured dwelling is removed from the parcel at the time the new manufactured dwelling is installed 3. That there is a 10 ft (3 m) separation distance between the new building and any other buildings or structures. 4. The developer must start construction before May 8, 2015. In the event that this date cannot be met, the developer may be required to apply for a new permit. 5. That the following setbacks on all sides are maintained for this development: Front (west): 100 ft (30 m) Side: n/a Rear: n/a MOTION CARRIED 6.2 DP 3817- NE 16-15-15-W4M, Installation of a 2nd Dwelling The Manager of Planning & Development provided background information on the proposed development permit. ARRIVED AT MEETING Councillor K. Christman returned at 10:04 a.m. Council was given the opportunity to ask questions. P 38/14 MOVED BY LIONEL JUSS that the Municipal Planning Commission APPROVE Development Permit #3817, for the installation of a new 1672 ft2 (155 m2) 2014 manufactured dwelling with front and rear decks, to be used as a second dwelling on the farm site, subject to the conditions outlined below. This permit is being granted only to provide approval for the installation of a new 1672 ft2 (155 m2) 2014 manufactured dwelling with front and rear decks, to be used as a second dwelling on the farm site, on lands legally described as NE 16-15-15 W4M. Any additional development shall require prior approval of a separate permit application. The proposed development complying with: 1. The provisions pertaining to the Agricultural District and all relevant schedules, as outlined in the County of Newell Land Use Bylaw#1755-12. 2. All Federal, Provincial and Municipal statutes, regulations, codes and standards. 3. All Alberta Building Codes and Safety Codes, where applicable. P 39/14 MOVED BY Wayne Hammergren that the Municipal Planning Commission APPROVE Development Permit #3815, for the installation of a new 2130 ft2 (198 m2) 2014 manufactured dwelling with front deck, to be used as a second dwelling on the farm site, subject to the conditions outlined below. This permit is being granted only to provide approval for the installation of a new 2130 ft2 (198 m2) 2014 manufactured dwelling with front deck, to be used as a second dwelling on the farm site, on lands legally described as NW 13-15-14 W4M. Any additional development shall require prior approval of a separate permit application. The proposed development complying with: 1. OTHER BUSINESS 7.1 Rogers Tower Scandia Discussion The Manager of Planning & Development provided background information on this item. Following the April 10, 2014 meeting of the Municipal Planning Commission, a set of questions was forwarded to Rogers Communications. The Rogers Communications representative has requested the opportunity to make a presentation to MPC regarding the process behind siting these towers and to respond to the questions. The Manager of Planning & Development requested direction on how to proceed, indicating that two more applications for communications towers were coming forward. The Manager of Planning & Development responded to questions from Council. Discussion followed regarding consideration of other sites and it was determined that more information is required before a decision can be Page 5 of 6 Municipal Planning Commission April 24,2014 made. The Manager of Planning & Development will arrange a delegation time for Rogers Communications during the May 8, 2014 MPC Meeting. P 40/14 MOVED BY GORDON SIMPSON that the decision on the Rogers telecommunications tower at SE 18-15-15-W4 be TABLED for more information. MOTION CARRIED 8. POST AGENDA ITEMS There were no post agenda items to discuss at this meeting. 9. IN CAMERA There were no in camera items to discuss at this meeting. 10. INFORMATION ITEMS 10.1 Rogers Telecom Tower- SE 27-17-17 Bow City This item was accepted as information. 10.2 Rogers Tower NW 31-23-17 Gem This item was accepted as information. 11. QUESTION PERIOD CI A question period and notice of motion was held. 12.
