Organizational Meeting
October 18, 1978
The Organizational DZeeting of the County of Newell No. 4 was held
in the County Office at Brooks, Alberta commencing at 2:15 p.m.
on October 18, 1978.

1. Reeve
The Administrator called the meeting to order and called for the
nomination and election of Reeve for the County.
T. Musgrove was nominated by H. Janzen.
Moved by Councillor Fabian that nominations cease. Carried.
2. Deputy Reeve
H. Janzen was nominated by W. Christensen.
W. Christensen was nominated by J. Boehme.
Moved by Councillor Fabian that nominations cease. Carried.

~ Moved by Councillor Christensen that the voting for various Committees
be done by secret ballot. Carried.
4. Oath of Office , ~,
The Administrator -eeic the Oath of Office for the Reeve and Deputy
Reeve for the County of.Newell.
5. Municipal Committee
Moved by Councillor Brockelsby that full Council sit on the Municipal
Committee. Carried.
Municipal Committee Chairman
L. Brockelsby nominated by J. Hajash.
W. Christensen nominated by V. Fabian.
H. Janzen nominated by L. Brockelsby (Declined).
Moved by Councillor Janzen that nominations cease. Carried.
Result of vote: Councillor Christensen was elected as Municipal
Committee Chairman.
6. Board of Education
Moved by Councillor Fabian that the full Council sit on the Board of
Education Committee. Carried.
7. Agriculture Committee
Moved by Councillor Janzen that this Committee consist of three members.
Carried.

As per Provincial Regulations, there was no change in the present
Hospital & Nursing Home Committee.

11. Agricultural Development Corporation

26. Council Meeting Dates
Moved by Councillor Christensen that the meeting dates for County
Council be set for T'~iursday, of the first full week of each month,
and Thursday, on the two weeks following this irate. Carried.
27. Mileage Rates
Moved by Councillor Brockelsby that the mileage rates remain as
presently set. Carried.
28. Per Diem
Moved by Councillor Fabian that the per diem rate for Councillors
be set at $50.00 per day. Vote on the motion: Lost.

Moved by Councillor Brockelsby that the per diem rate for Councillors
be set at $53.00 per day. Carried.
29.
Subsistence Allowance
Moved by Councillor Boehme that the subsistence allowance be set
at $18.00 per day. Moved by Councillor Janzen that this be amended
to read "$17.00 per day". Vote on the amendment - Carried. Vote
on the amended motion - Carried.
30. Bankin - Signing Authorit
Moved by Councillor Christensen that the Administrator set up the
necessary Bank Signing Authority for the County of Newell whereas
the Reeve or Deputy Reeve and the Administrator or Assistant
Administrator, one of each to sign, be set up for all general
banking accounts of the County, and that the Administrator or
.Assistant Administrator have signing authority for the Payroll
and Tax Reduction accounts. Carried.
31. Bonds
The Administrator circulated the bonds for all employees to the
Council for their inspection and review.
32. Resignation
Councillor Bartlett presented his resignation to the Administrator
who read this to the County Council.
Moved by Councillor Janzen that we give a vote of thanks to Councillor
Bartlett for appreciation of service rendered to the County of Newell
and also that we accept his resignation with regret. Carried.
