Call Meeting to Order The Assistant Administrator called the meeting to order at 10:00 a.m. Excused from Meeting 1 Moved by Councillor Loewen that we excuse Councillor Scheuerman from this meeting. Carried. ,~. .... 2. Nomination & Election of Reeve The Assistant Administrator opened the meeting for the nomination and election of Reeve for the County of Newell. Councillor Rommens nominated Councillor Douglass. Moved by Councillor Daniels that nominations cease. Carried. Councillor Douglass was elected as Reeve. Reeve Douglass took the chair. ~~ 3. Nomination & Election of Deputy Reeve Nominations were opened for Deputy Reeve. Councillor Berg nominated Councillor Rommens. Moved by Councillor Barg that nominations cease. Carried. Councillor Rommens was elected as Deputy Reeve. 4. Oath of Office -Reeve & Deputy Reeve The Reeve & Deputy Reeve were given the Oath of Office by the Administrator. 5. Procedures of Voting & Appointing Committees Council discussed the procedures of voting and appointing Committees and the decision was made that the Committees are to be appointed on a voluntary basis. 6. Municipal Committee Moved by Councillor Baxter that the full Council sit on the Municipal Committee. Carried. 7. Municipal Committee Chairman Moved by Councillor Loewen that we appoint Councillor Scheuerman as Municipal Committee Chairman. Carried. 8. Board of Education Moved by Councillor Daniels that full Council sit on the Board of Education. Carried. 9. Agricultural Service Board Moved by Councillor Berg that we appoint 5 members of Council to the Agricultural Service Board. Carried. Moved by Councillor Baxter that we appoint Councillors Baxter, Berg, Loewen, Burton and Rommens to the Agricultural Service Board. Carried. r..:~1 °> 10. Brooks Health Centre Ward 5 • Moved by Councillor Daniels that we appoint Councillor fabian to represent Ward 5 of the Brooks Health Centre. Carried. Ward 6 -Moved by Councillor Barg that we appoint Councillor Rommens to represent Ward 6 of the Brooks Health Centre. Carried. Ward 7 -Moved by Councillor Fabian that we appoint Councillor Scheuerman to represent Ward 7 of the Brooks Health Centre. Carried. Moved by Councillor Loewen that the appointments to the Brooks Health Centre, Wards 5, 6 & ,r°°~ 7, be fora 2-year term. Carried. 11. Bassano Hospital Moved by Councillor Fabian that we appoint Mr. Floyd George and Mr. Walt Christensen to the ~~ Bassano Hospital Board. Carried. .. . // , I-°°~ 12. Southeastern Alberta Health Unit Moved by Councillor Barg that we appoint Councillor Daniels as our representative to the Southeastern Alberta Health Unit fora 2-year term. Carried. 13. Senior Citizens' Home Moved by Councillor Barg that we appoint one member of Council and one member-at-large to ~~ this Committee. Carried. Moved by Councillor Berg that we appoint Councillor Baxter and Mr. Wally Wells as our representatives to the Senior Citizens' Home Board fora 2-year term. Carried. 14. Salary Negotiating Committee -Municipal Moved by Councillor Baxter that we appoint Councillors Douglass, Burton and Rommens to the Municipal Salary Negotiating Committee. Carried. 15. South East Alberta Regional Planning Commission Moved by Councillor Berg that we appoint Councillor Barg as our representative to the South East Alberta Regional Planning Commission, with Councillor Loewen as alternate. Carried. 16. Court of Revision Moved by Councillor Burton that we appoint Councillors Baxter, Daniels, Berg, Douglass and Loewen to the Court of Revision. Carried. 17. Brooks Airport Commission Moved by Councillor Daniels that we appoint Councillor Barg as our representative to the Brooks Airport Commission, with Don Maclntyre as our member-at-large. Carried. 18. Disaster Services Director • ~ Moved by Councillor Loewen that we appoint Councillor Scheuerman as our Disaster Services Director. Carried. 19. Disaster Services Committee Moved by Councillor Loewen that we appoint Councillors Fabian and Daniels to the Disaster Services Committee. Carried. 20. Municipal Library Board Moved by Councillor Rommens that we appoint Councillor Douglass as our representative to the Municipal Library Board, with Councillor Berg as alternate. Carried. 21. Foothills Little Bow Association Director Moved by Councillor Daniels that we appoint Councillor Burton as our Director to the Foothills Little Bow Association, with Councillor Baxter as alternate. Carried. 22. Municipal Budget Committee Moved by Councillor Daniels that we appoint Councillors Scheuerman, Rommens and Douglass to the Municipal Budget Committee. Carried. 23. Municipal Planning_Commission Moved by Councillor Berg that we appoint Councillors Scheuerman, Barg and Loewen to the Municipal Planning Commission. Carried. Municipal Planning Commission -Representative-at-large Moved by Councillor Burton that we appoint Liz Buday and Bob Bergen as representatives-at-large to the Municipal Planning Commission. Carried. Municipal Planning_Commission -Secretary Moved by Councillor Berg that we appoint M. Bowen as Secretary to the Municipal Planning Commission. Carried. ,-~, 24. Development Appeal Board Moved by Councillor Berg that we appoint Councillors Daniels, Baxter and Burton to the Development Appeal Board. Carried. Development Appeal Board -Representative-at-large) Moved by Councillor Daniels that we appoint Ford Workes as a representative-at-large to the Development Appeal Board. Carried. Moved by Councillor Baxter that we appoint Jacob Doerksen as a representative-at-large to the Development Appeal Board. Carried. Development Appeal Board -Secretary Moved by Councillor Barg that we appoint M. Bowen as Secretary to the Development Appeal Board. Carried. 25. Ambulance Advisory Committee Moved by Councillor Daniels that we appoint Councillors Berg and Loewen to the Ambulance Advisory Committee. Carried. 26. Municipal Policy Handbook Commi#tee Moved 6y Councillor Baxter that we appoint Councillors Daniels, Burton and Loewen to the Municipal Policy Handbook Committee. Carried. 27. County Tourism Committee Moved by Councillor Daniels that we appoint Councillor Berg to the County Tourism Committee. \ Carried. 28. Newell Regional Solid Waste Management Authority ~~ ~ Moved by Councillor Berg that we appoint Councillor Burton to the Newell Regional Solid Waste Management Authority, with Councillor Daniels as the alternate. Carried. 29. Urban Fringe Committee Moved by Councillor Burton that we appoint Councillors Baxter, Rommens and Barg to the Urban Fringe Committee. Carried. 30. Newell Mini-bus Committee Moved 6y Councillor Daniels that we appoint Councillors Scheuerman, Berg and Loewen to the Newell Mini-bus Committee. Carried. 31. Town of Brooks Environmental Advisory Committee Moved by Councillor Loewen that we appoint Councillor Daniels as our representative to the Town of Brooks Environmental Advisory Committee. Carried. ~~ 32. Divisions 5 & 10 Recreation Committee Moved by Councillor Barg that we appoint Councillor Rommens as our representative to the Divisions 5 & 10 Recreation Committee, with Reid Johnson as our representative-at-large. Carried. 33. Bankinn Resolution Moved by Councillor Berg that we approve the Banking Resolution whereas the Reeve, Deputy Reeve, Administrator and Assistant Administrator be given authority for the necessary signing of cheques for the various County bank accounts, and that the Administrator or Assistant Administrator have signing authority for the Payroll and Tax Reduction Accounts. Carried. 34. Bond The County Bond was presented to Council for review. Moved by Councillor Rommens that we accept this Bond as presented. Carried. 35. Meeting Dates -Municipal & Council ~ ~ Moved 6y Councillor Daniels that the regular Municipal Committee Meetings be held on Monday /,~ •h~ y of the #irst full week of each month, and the regular Council Meetings be held on Thursday of the first #ull week of each month and the second Thursday after that, with these meetings to begin at 10:00 a.m. Carried. 36. Per Diem Moved by Councillor Berg that the per diem remain at $110.00 per day. Vote on the motion - Lost. Moved 6y Councillor Fabian that the per diem be set at S 100.00 per day. Carried. 37. Travel Rates Moved 6y Councillor Fabian that the travel rates be set at 27C per km. Carried. 38. Subsistence Allowance Rates Moved by Councillor Fabian that we decrease the subsistence allowance rate by i 0% to 527.00 per day. Vote on the motion -Lost. Moved by Councillor Rommens that the subsistence allowance rate remain at 530.00 per day. Carried. 39.
