Daniels V. Fabian N. Berg E. Stobbs J. Harbinson B. Baxter M. Loewen B. Scheuerman M. Douglass G. Baksa Executive Secretary K. Weiss Administrator M. Bowen 1, Call Meetina to Order The Administrator called the meeting to order at 10:00 a.m. 2, Oath of Office for Councillors ~ All of the Councillors were given the Oath of Office by the Administrator. 3. Nomination & Election of Reeve The Administrator opened the meeting far the nomination and election of Reeve for the County of Newell. Councillor Berg nominated Councillor Loewen. Councillor Scheuerman nominated Councillor Fabian. Councillor Stobbs nominated Councillor Douglass. Moved by Councillor Baxter that nominations cease. Carried. Result of vote • Councillor Douglass was elected as Reeve. Reeve Douglass took the chair. 4. Nomination & Election of Deputy Reeve Nominations were opened for Deputy Reeve. Councillor Stobbs nominated Councillor Fabian. Councillor Berg nominated Councillor Loewen. Moved by Councillor Berg that nominations cease. Carried. Result of vote -Councillor Fabian was elected as Deputy Reeve. 5• Oath of Office • Reeve & Deput~Reeve The Reeve & Deputy Reeve were given the Oath of Office by the Administrator. 6• Procedures of Voting & Appointing Commit#ees Council discussed the procedures of voting and appointing Committees and it was agreed that -- the same procedure be used as the previous year, being that Committees are to be appointed on a voluntary basis. If there are more volunteers than required, an election will be held. Carried. ~• Munici al Committee Moved by Councillor Loewen that the full Council sit on the Municipal Committee. Carried. 8• Municioal Committee Chairman Moved by Councillor Loewen that we appoint Councillor Scheuerman as Municipal Committee Chairman. Carried. 9• Agricultural Service Board Moved by Councillor Fabian that the full Council sit on the Agricultural Service Board. Carried. ~ O• Senior Citizens' Nome Moved by Councillor Berg that we reappoint Councillor Baxter and Mr. Wally Wells as our representatives to the Senior Citizens' Home Board. Carried. 11. Salary Negotiating Committee ~~ Moved by Councillor Stobbs that we appoint Councillors Harbinson, Douglass and Scheuerman to the Salary Negotiating Committee. Carried. 12. Assessment Review Board Moved by Councillor Loewen that we appoint Councillors Daniels, Berg, Fabian, Stobbs and Baksa to the Assessment Review Board. Carried. 13. Brooks Airport Commission Moved by Councillor Daniels that we appoint Councillor Harbinson as our representative to the Brooks Airport Commission, with Paul Barg as our member-at-large. Carried. 14. Disaster Services Director Moved by Councillor Fabian that we appoint Councillor Scheuerman as our Disaster Services Director. Carried. 15. Disaster Services Committee Moved by Councillor Scheuerman that we appoint Councillors Fabian and Loewen to the Disaster Services Committee. Carried. 16. Municipal Library Board Moved by Councillor Stobbs that we appoint Councillor Douglass as our representative to the Municipal Library Board, with Councillor Berg as alternate. Carried. Moved by Councillor Baxter that we appoint the following as members to the Municipal Library Board: Rolling Hills -Maureen Powell, Tilley -Jeanette Burton, Alcoma -Joyce Aasen, Brooks - Cheryl Pierson, Bassano -Judy Geist, Rosemary -Marlene Retzlaff, Duchess -Bev Bunney, and Gem -Gwen Galarneau, and that the Secretary-Treasurer be Betty Neufeld. Carried. 17. Foothills Little Bow Association Director Moved by Councillor Loewen that we appoint Councillor Stobbs as our Director to the Foothills Little Bow Association, with Councillor Daniels as alternate. Carried. 18. Municipal Budget Committee Moved by Councillor Daniels that we appoint Councillors Douglass, Stobbs and Scheuerman to the Municipal Budget Committee. Carried. ~ 9• Municipal Planning Commission Moved by Councillor Stobbs that we appoint Councillors Fabian, Scheuerman and Baksa to the Municipal Planning Commission. Carried. Municipal Planning Commission -Representatives at large Moved by Councillor Berg that we appoint AI Zagorsky and Jake Doerksen as representatives-at- large to the Municipal Planning Commission. Carried: ._ Municipal Planning Commission -Secretarv Moved by Councillor Loewen that we appoint A. Martens as Secretary to the Municipal Planning Commission. Carried. 20• Inter•municipal Subdivision Authority Moved by Councillor Loewen that the Chairman of the Municipal Planning Commission be the representative to the Inter-municipal Subdivision Authority. Carried. 21. Subdivision & Development Appeal Board Moved by Councillor Baxter that we appoint Councillors Daniels and Harbinson to the Subdivision & Development Appeal Board. Carried. Subdivision & Development Appeal Board -Representatives at large Moved by Councillor Daniels that we appoint Ruth Steinbach, Bob Bergen, Jeanne Hood and Pete Wallace as representatives-at-large to the Subdivision & Development Appeal Board. Carried. Subdivision & Development Appeal Board Secretarv Moved by Councillor Berg that we appoint M. Bowen as Secretary to the Subdivision & Development Appeal Board. Carried. 22. Brooks & District Ambulance Association ~~ Moved by Councillor Baksa that we appoint Councillors Berg and Baxter to the Brooks & District Ambulance Association. Carried. 23, County Tourism Representative Moved by Councillor Daniels that we appoint Councillor Berg as the County Tourism Representative. Carried. 24, Newell Regional Solid Waste Management Authority Moved by Councillor tlarbinson that we appoint Councillor Daniels to the Newell Regional Solid Waste Management Authority, with Councillor Fabian as the alternate. Carried- 25. Urban Fringe Committee Moved 6y Councillor Berg that we appoint Councillors Harbinson, Baksa and Douglass to the Urban Fringe Committee. Carried. --~, 26. Newell Mini-bus Committee Moved by Councillor Daniels that we appoint Councillors Stobbs, Berg and Baxter to the Newell Mini-bus Committee. Carried. 27, Brooks & District Environmental Advisor Committee Sustainable Communit Initiative Committee Moved 6y Councillor Baksa that we appoint Councillor Daniels as our representative to the Brooks & District Environmental Advisory CommitteelSustainable Community Initiative Committee. Carried. 28, Divisions 5 & 10 Recreation Committee Moved by Councillor Baxter that we appoint Councillor Baksa as our representative to the Divisions 5 & 10 Recreation Committee, with Marilyn Johnson as our representative-at-large. Carried. 29. Municipal Policy Handbook Committee Moved by Councillor Daniels that the full Council sit on the Municipal Policy Handbook Committee. Carried. 30. Road Ban Committee Our By-law states that the Reeve, Municipal Committee Chairman and P.W. Supervisor will sit on the Road Ban Committee. 31 • Municipal Development Plan Committee Moved 6y Councillor Baxter that the full Council sit on the Municipal Development Plan Committee. Carried. .; Moved by Councillor Berg that all ballots be destroyed. Carried. Lunch The Committee recessed for lunch from 12:00 - 1:30 p.m. 32. Banking Resolution Moved by Councillor Baxter that we approve the Banking Resolution whereas the Reeve, Deputy Reeve, Administrator and Assistant Administrator be given authority for the necessary signing of cheques for the various County bank accounts, and that the Administrator or Assistant Administrator have signing authority for the Payroll Account. Carried. 33. Band The County Bond was presented to Council for review. Moved by Councillor Berg that we accept this Bond as presented. Carried. 34. Meetinn Dates -Municipal Council & M.P.C. ~~ Moved by Councillor Loewen that the regular Municipal Committee Meetings be held on Mon ay of the first full week of each month commencing at 10:00 a.m., the regular Council Meetings be held on Thursday of the first fulhat the re ula hM P Ch meetings beche d therlast Tuesdayhaf commencing at 10:00 a.m., and t 9 each month commencing at 10:00 a.m. Carried. 35. Per Diem Moved by Councillor Scheuerman that the per diem remain at 5100.00 per day. Carried. 36. Travel Rates Moved by Councillor Baxter that the travel rates be increased from 27GIkm. to 31~Ikm. Carried. Councillor Daniels requested that it be recorded that he was opposed to this motion. 37, Subsistence Allowance Rates Moved by Councillor Berg that the subsistence allowance rates remain at 530.00 per day.
